Sub: Bill
of entry data format incorporating post Budget 2006 changes reg.
Attention of all Importers, Exporters, Custom House
Agents and Members of the Trade are invited to certain changes in the format for filing a bill of entry in ICES have
been brought about after the Budget 2006. The latest version of data format for
filing a bill of entry incorporating budget changes is available on the ICEGATE
website (http://www.icegate.gov.in/documents/
Message_Imp_guidelines/BillOfEntryMessageFormatVersion4_0.pdf).
2.0 During
the RMS implementation at Mumbai it has been observed that some issue relating
to bill of entry submission and directory management in the ICES which have a
strong bearing on effective implementation of RMS.
3.0 It is
noticed that Importers/CHAs are not filing bills of entry as per the format
which was notified earlier. Data against key fields like antidumping
notifications; SVB details etc are not being properly filed by them. Further,
it is noticed that importers/CHAs are furnishing junk characters in the
mandatory fields of the Bill of entry.
While details regarding exemption notifications are provided by the
trade, crucial data pertaining to all levy notifications is left blank. Quality
of declarations made by the importers/CHAs with reference to description,
brand, model, part and other critical quality parameters that have a pivotal
role in determining the value of goods under import is extremely poor.
4.0 It is desirable
that data pertaining to every field in the Bill of entry is submitted
accurately and completely. Absence of critical data would not only hamper
facilitation but also lead to inaccurate assessment of risk by the RMS. In view
of this all the
Trade Associations / Chamber of Commerce / Members of regional Advisory
Committees and Custom House Agent’s Association are requested to adopt the latest format and provide proper
description covering grade, purity, specifications, configurations, melting
point, denierage, dimensions etc, as a declaration may require, which helps in
proper assessment of risk in the bill of entry.
5.0 All Trade
Associations / Chamber of Commerce / Members of regional Advisory Committees
and Custom House Agent’s Association are also requested to Publicise the
contents of this Public Notice among their members /constituents.
