Attention of all Custom House Agents, Importers, Exporters, Shipping
Agents, Members of Regional Advisory Committees and Members of the Trade is
invited to the fact that several representations have been received by the Directorate General of
Valuation, Central Board of Excise & Customs, New Delhi alleging
undervalued importation of zip fasteners from China. It has been noticed by the
Department that the importers importing Zip Fasteners generally do not declare
full information relevant for valuation such as (i) material of make
(polyester, nylon, aluminium, brass etc.) and (ii) size (length and width) of Zip
Fasteners. It is also noticed that different Unit Quantity Codes (YDS, PCS,
DOZ, SET, NOS etc.) are being declared in respect of individual consignments.
In view of the facts that the
Zip Fasteners are quite sensitive, it has been decided that the Importers
importing Zip Fasteners should:
(i)
incorporate the material of make of Zip Fasteners
(polyester, nylon, aluminium or brass) in the import
documents filed by them with the Department and the material shall be test
verified before its clearance,
(ii)
incorporate the size and other specifications of Zip
Fasteners in the import documents and the data captured on that basis,
(iii)
declare the net weight of
the consignment in Kg. despite whatever UQC (doz., grs.,
nos., pieces etc.) declared by them in the import documents.
All the Trade Associations/Chamber of Commerce/Members of Regional
Advisory Committees and Custom House Agents’ Association are requested to
publicize the contents of this Public Notice among their members/constituents.
Difficulties, if any, in implementation of the above instructions may be
brought to the notice of this office.
